Will serve as Operational PM for the PMAS project guiding day to day Agile sprints and Oracle OCI cloud migration.

In response to requirements and recommendations in Senate Bill 200, 84th Legislature, Regular Session, 2015 (SB 200 (84R), and the 2014 Sunset Advisory Commission Staff Report Issues 1 and 7 (Sunset Advisory Commission; Health and Human Services Commission and System Issues: 2015) (Sunset Report), HHSC is developing an HHS-wide data analytics and performance management system that connect and integrate data and systems across the HHS programs, support the use of advanced analytics to turn that data into actionable information, and allows a robust perspective on the performance of HHS programs.  
As a first step in this process, HHSC embarked on maturing its data governance processes and protocols across the system (through Enterprise Data Governance (EDG)) and on developing tools that would support the measurement and management of individual program performance. 
In FY2019, a pilot was launched aimed at strengthening HHS’ capabilities to visualize performance management dashboards by accurately depicting the achievements of critical targets and day-to-day business objectives of two HHSC divisions through the use of a composite key performance indicator system, leading indicator measurement and supporting performance measures. In FY2020-21, the support and maintenance phase of this performance system began. The support function provides for continued measure development, modification and enhancement of the KPI system. Maintenance includes the automation of data acquisition, transformation and deployment processes for the Regulatory Services (Reg) and Health and Specialty Care Systems (HSCS) division measures visualizations. 
Funding for the support and maintenance for the Performance System described above will end on August 31, 2021, as they are funded by a previous Exceptional Item (SFY2020-21, Item 31 – Performance Management and Analytics System).To continue maximizing the potential of the visualizations developed in FY2019, additional funding is needed in FY2022-23 to support and maintain their development; as well as provide for data process automation such as scheduled data refreshes, quality control, and database support and maintenance. Additionally, new funding is needed for the completion of new work identified by the needs assessment that is currently being conducted and will be completed by December 2020. 
In FY2022-23, HHSC also plans to focus on developing pilot projects designed to evaluate the benefits associated with enhancing data connectivity across technology systems and applying analytics to those data sets. A potential use case has been identified in the areas of connecting facilities and personnel related data to realize value-added benefits in managing space utilization and emergency response. Additional potential use cases have been identified in related to examining the benefits of connecting data sets to provide an expanded array of services and data integration for Intellectual and Developmental Disabilities- Behavioral Health Services (IDD-BHS) with other HHS programs and enhancing data available to support Women, Infants, and Children (WIC) outreach.
